One person is driving this team of Belgian horses while the other handles the walking plow.  When this type of plowing was common, often a single person drove the horses and operated the plow at the same time.  The operator moves the handles up or down together to control the depth of the blade of the plow.   Pushing the left handle down moves the blade to the right, and pushing the right handle down moves the plow to the left.
