Permanent identification such as the ear tattoo shown here is required for registration by breed associations.  After the ear is wiped clean, a plier with the desired number shaped by needles is used to puncture the needles into the inner surface of the ear.  India ink is immediately rubbed into the puncture marks to make the numbers visible and permanent.  Alternatively, breed associations may accept metal ear tags for identification.  Because plastic tags used either on an ear or on a neck chain have more visible numbers, they are widely for herd management records such as milk production, reproduction and health. However, they are not accepted by breed associations because these methods are not considered permanent.
